"I can't understand, and as well, the banks don't understand," Michael Spindelegger told CNBC on Wednesday. Standard & Poor's (S&P) placed seven of Austria biggest banks on "CreditWatch Negative" on Tuesday, meaning it could downgrade them in three months' time. This came on the news that the Austrian government would propose legislation on Wednesday that would mean debt-holders of Hypo Alpe Adria would have to take a haircut as part of the bank's 2009 rescue.
